The use of e-cigarettes has become an epidemic among teens and needs to be stopped, Food and Drug Administration chief Dr. Scott Gottlieb said Wednesday.

In April the agency launched a Youth Tobacco Prevention Plan, created to address some of the known public health risks, such as flavors, that contribute to adolescent use of e-cigarettes.

"Anything that slows down Juul market share is a positive and this is what we think we will see in all possible outcomes around the "60-day" action", Jefferies analyst Owen Bennett said in reference to the 60-day window the FDA is giving manufacturers to submit their plans. "This could mean requiring these brands to remove some or all of their flavored products that may be contributing to the rise in youth use from the market until they receive premarket authorization and otherwise meet all of their obligations under the law".

Five of the biggest e-cigarette manufacturers - JUUL, Vuse, MarkTen, blu e-cigs, and Logic - must also report to the agency within 60 days with plans to address the concerns, or face penalties, it said. But the agency also thinks ENDS makers should consider "revising your current marketing practices to help prevent use by minors" and "removing flavored products from the market until those products can be reviewed by FDA as part of a [pre-market approval application]".

Meanwhile, tobacco and cigarette industry leaders have doubled down on innovation to meet the demands of a more health-conscious and informed consumer. He listed three reasons the company became so successful: It figured out how to deliver high levels of nicotine in a way that wasn't harsh; it packaged the product in a streamlined, clever way; and it developed a social media and advertising campaign that made a Juul e-cigarette "cool and hip". Imperial Brands, which recently removed "Tobacco" from its name, is now offering alternative caffeinated products.

Juul owns about 72 percent of the US market for e-cigarette sales, according to Wells Fargo.

The adoption of an "s" shouldn't be surprising as it follows the standard naming conventions of other iPhone iterations. Apple confirmed during today's event that the final build of iOS 12 will be released to the public on September 17th.

The FDA says it has issued "more than 1,300 warning letters and fines to retailers" as a result of "a large-scale, undercover nationwide blitz to crack down on the sale of e-cigarettes to minors".

Makers argue that e-cigarettes can help adult smokers transition away from burnt tobacco products.

Officials said the move against more than 1,300 retailers was the largest coordinated enforcement action in the agency's history. More than 2 million middle-school and high-school students used e-cigarettes in 2017.

In a statement, Juul Labs said "appropriate flavors" play a role in adults changing their smoking habits, but said it would work with the FDA: "We are committed to preventing underage use of our product, and we want to be part of the solution in keeping e-cigarettes out of the hands of young people".

The FDA is trying to set up a framework for regulating e-cigarettes. Youth tobacco prevention is a priority for our companies. So we don't want to - we don't want to extinguish this opportunity entirely, because we do see some potential benefit from having these products on the market as a way for adult smokers to get access to nicotine, without all the harmful effects of combusting tobacco.

The FDA is in the process of rolling out a sweeping anti-smoking initiative created to make it easier for smokers to quit by cutting the nicotine levels in regular cigarettes.
