The South Carolina governor ordered the state's entire coastline to be evacuated by today and predicted that 1 million people would flee.

The slow-moving storm, the most severe hurricane to threaten the USA mainland this year, was rated a Category 4 on the five-step Saffir-Simpson scale and located about 905 miles (1,455 km) east-southeast of Cape Fear, North Carolina, at 11 a.m. EDT (1500 GMT), according to the NHC.

President Donald Trump declared states of emergency for North and SC, facilitating federal help, and cancelled campaign events Thursday and Friday, citing the storm. Although North Carolina is still expected to see the worst of the storm, a more southern track would mean that states further north - like Virginia - could be spared of some nasty weather.

Virginia, Maryland, Washington DC, and North and SC have all declared states of emergency. Eastern on Tuesday, Hurricane Florence was between 200-250 miles wide, according to Doug Anderson with the National Weather Service office in Columbia, South Carolina.

"There is an increasing risk of life-threatening impacts from Florence: storm surge at the coast, freshwater flooding from a prolonged and exceptionally heavy rainfall inland and damaging hurricane-force winds", a 5 a.m. advisory said. Panovich forecasts the storm will reach close to Category 4 status with the potential of 140 miles per hour winds.

Critics slammed the response to Maria compared to FEMA's response to Hurricane Harvey, which hit the mainland US around the same time.

Major US military installments may be in the path of the Florence, including the largest Marine base at Camp Lejeune in North Carolina and the world's biggest Navy base in Norfolk, Virginia.

He said the agency has implemented changes since 2017, improving their partnerships with the private sector, in particular fuel, transportation and electrical companies, to better meet needs on the ground after a disaster.

Hurricane to tropical-storm-force winds could extend inland depending on the storm's exact track.

Once Florence makes landfall, it'll be the first major Atlantic hurricane of the 2018 season to hit the mainland US.

"All parts of the state could be affected by the storm", Cooper, a Democrat, said at a news conference Monday morning, warning that power outages could last for "a while".

Further east, forecasters are watching Hurricane Helene and Tropical Storm Isaac in the Atlantic, and a patch of showers in the western Caribbean, which has a 30 per cent chance of becoming a cyclone in the next 2 days. Seven other UNC athletic events are also canceled or postponed because of Hurricane Florence. The most powerful winds will arrive overnight Thursday and throughout the day on Friday.

Similar evacuations are happening all the way up to Virginia, where the governor has ordered a mandatory evacuation for residents of some low-lying coastal areas.

Florence is a category 4 hurricane with winds at 130 miles per hour as of 8 a.m.

"You can have a lot more impact from a slow-moving storm that sits over you than one that moves on through", Barnes said. "Also, most storms coming into the Carolinas tend to move northward, and this storm looks like it's going to stall over the region and potentially bring tremendous, life-threatening flooding", AccuWeather meteorologist Marshall Moss said.
