Dallas officer to be charged with manslaughter after shooting a neighbor

The Dallas police officer who shot and killed a man when she entered the wrong apartment will soon be charged according to Dallas police Chief Renee Hall.

The Dallas Police Department said the officer had just finished her shift and entered what she believed was her own apartment at the South Side Flats.

Police have not said if the officer fired because she thought the man was an intruder in her home or if she had another reason.

Citing a relative of Jean, the St. Lucia Times reported that the officer lived in an apartment on another floor of the same apartment complex.

The victim, identified as 26-year-old Botham Shem Jean, was taken to Baylor University Medical Center and later pronounced dead. The wounded man was taken to hospital, where he died a short time later.

The officer was not injured during the incident.

Dallas Police are conducting a joint investigation into the shooting with the Dallas District Attorney's Office.

Police said that "at some point", she shot a 26-year-old man inside the apartment, then called police dispatch.

However, Hall said the officer was a female patrol officer. The officer is on administrative leave pending the outcome of the investigation.

In a news conference on Friday morning, Dallas Police Sgt Warren Mitchell said they had not yet interviewed the officer involved.

Residents of the apartment complex said they can access their units with a key or through a keypad code.

"Right now there are more questions than we have answers", Hall said, adding that she spoke to Jean's sister to express the department's condolences to the family. "Open up!'" Caitlin Simpson, 20, told the newspaper.

The woman is now "too scared to call police" in the event of an emergency because she's afraid the encounter will end in a tragedy, she said.
