Julie Bishop has resigned as Foreign Affairs Minister after a leaked WhatsApp thread revealed MPs were actively encouraging colleagues not to vote for her in Friday's leadership ballot.

Ousted prime minister Malcolm Turnbull tweeted about his former deputy, referring to her as "Australia's finest Foreign Minister" and a role model for women.

That decision could have serious implications for Morrison's government, which has a parliamentary majority of only one seat.

His new Cabinet includes Christopher Pyne as the new defense minister and Dutton returning as minister of home affairs.

"I will be resigning from my cabinet position as Minister for Foreign Affairs", Bishop said in a statement, signalling her intention to remain on the backbench.

"Minister Dutton, as the minister for home affairs, will be focusing on everything from cybersecurity through to law enforcement, border protection, security agencies, and he'll have his focus more principally on this security tasks", Morrison told media on Sunday.

A leaked WhatsApp chat between some Liberal members, revealed by the Australian Broadcasting Corporation Sunday, showed them pushing against voting for Bishop as a tactic to back Morrison, who finally emerged as the victor.

Australia has endured a turbulent period in politics that has seen six changes in the top job in 11 years.

She was elected deputy Liberal leader under opposition leader Brendan Nelson after the 2007 poll and was handed the shadow employment and workplace relations role.

The possibility that Bishop could leave parliament before the next election will be a major concern for Morrison, Turnbull's former treasurer, because it opens the possibility of another by-election being held for her seat.

His predecessor Malcolm Turnbull became the fourth prime minister dumped by his or her own party since 2010 in response to poor opinion polling.

"Government stability is being restored, we are getting on with the job", Morrison said.

"Thanks to those who have kindly suggested I should", he said.

Senator Mathias Cormann, one of several senior ministers who had pledged their loyalty to Mr Turnbull before turning on him, will return as finance minister in Mr Morrison's new Cabinet.

Ms Forster who is a City of Sydney councillor said she had a strong record of championing Liberal Party values at a local government level.

"That's going to be a very significant test for Scott Morrison".
