Several landslides were reported.

So far there are no reports of injuries.

As the third named storm of the 2018 Atlantic hurricane season, Chris developed more than a month ahead of normal.

Although Beryl has dissipated, its remnants are producing locally heavy rainfall and strong gusty winds over the northeastern Caribbean Sea and the northern Leeward Islands. Rossello, who said the island could experience power outages, urged people without sturdy roofs to move in with relatives or a government shelter.

The risk from rain and wind was particularly acute for the about 60,000 people with blue tarps on their homes, the aftereffects of Hurricane Maria last September.

The Category 5 hurricane caused more than an estimated $100 billion in damage, killed dozens of people by the most conservative estimates and destroyed up to 75 percent of Puerto Rico's electricity transmission lines. The storm's center was expected to pass just south of the island.

Beryl had been the Atlantic season's first hurricane, but it weakened to a tropical storm as it approached the eastern Caribbean.

Marshall Alexander, with Dominica's Meteorological Service, told The Associated Press that no landslides or widespread flooding have been reported.

The pair will then travel to Chequers - the PM's country residence in Buckinghamshire - for talks with the foreign secretary. Around 50 percent think the visit should go ahead, compared with 37 percent who think the visit should be canceled.

The curfew which was imposed along with the state of emergency was also lifted. We'll have to watch this cluster of storms later in the week for regeneration further northward.

Jose Alamo, a meteorologist with the National Weather Service, told The Associated Press that 1 to 5 inches (3 to 13 centimeters) of rain fell across Puerto Rico.

Puerto Rico's east coast was the most affected even as people in that region struggle to recover from Hurricane Maria. Lourdes De Jesus, who traveled from West Springfield, Massachusetts, to help fix her mother's house in southeast Yabucoa, said the roof consists of tarp and recycled zinc and leaks even during a light storm.

"Definitely, we were spared the worst", he said. "We don't have the money to spend on zinc roofing".

Chris was stationary about 180 miles south-southeast of Cape Hatteras, N.C. with maximum sustained winds of 50 mph, according to the NHC 5 p.m. EDT advisory.

Hurricane Chris is churning off the Carolina Coast and strengthening.

Chris strengthened into a hurricane Tuesday evening with sustained winds of 85 miles per hour at 5 pm but by 11 PM had winds of 105 miles per hour making it a category 2. The storm is, however, forecast to maintain this strength as it heads west over the next day, prompting tropical storm warnings for Dominica and Guadeloupe, where gusty winds and one to three inches of rain are possible.
