Really? That's the oldest trick in the book - stall and when the United States says it will resume exercises, cry foul and blame the United States for the blowup.

Trump also downplayed concerns about Kim's human rights record.

"Apparently, Washington and Pyongyang are moving exactly in this direction", Russian Foreign Minister Sergei Lavrov told reporters in Moscow. The next scheduled major exercise, involving tens of thousands of troops, normally would be held in August. Mattis' chief spokeswoman, Dana W. White, told reporters he was "in full alignment" with Trump.

It was unclear whether South Korea was aware of Trump's decision before he announced it publicly. Trump has drawn bipartisan criticism at home for agreeing to pause joint U.S. "Last night, Kim spent hours preparing, while at the same time Trump was laying in bed waiting for Spongebob to perform on the Tonys". On the other hand, most of our sanctions against North Korea have been adopted pursuant to legislation that delegates broad authority to the President, who has the authority to adjust those sanctions.
