Trump had previously signaled that he would be willing to sit for an interview, but his legal team, including head lawyer Rudy Giuliani, have privately and publicly expressed concern that the president could risk charges of perjury.

It could also leave open a pardon for his former national security adviser Michael Flynn or, himself if charged.

Following the announcement, Trump told reporters he was considering a pardon for homestyle maven Martha Stewart and also commuting disgraced former IL governor Rod Blagojevich's sentence.

A source with knowledge of the investigation told Fox News the letter was meant to "push back" on Mueller's request for an interview, "to make him work" to prove that he is lacking information about the case that can only be gleaned from an interview with the president.

Attorney General Jeff Sessions recused himself from the Russia inquiry after it was revealed that he had met twice with Russian Ambassador Sergey Kislyak during the presidential campaign and did not disclose the meetings during his Senate confirmation hearing.
