Interior Ministry spokesman Najib Danesh said a bomber on foot approached the centre in Kabul where officials were issuing identity cards as part of the registration process for around 10 million voters across the country.

Police closed all roads around the site of the blast allowing only ambulances to pass. The Islamic State group claimed responsibility for the attack, saying it had targeted what it called Shiite "apostates".

The attack was the latest in a series of assaults on voter registration centers across the country, fueling concern over the impact on turnout in the upcoming parliamentary and district council elections. At least 57 people are said to have been killed, including children, and more than a hundred others have been injured.

In the neighbouring Kunduz province, eight terrorists were killed and four others wounded after Afghan army and intelligence agency operatives launched an operation in Aqtash district, . He said around a dozen insurgents were also killed in the battle, which is still underway.

ISIS claimed responsibility for the bombing, in a statement distributed through Telegram.

"I was lined up with my family members to process the voting registration and suddenly saw a chaos after a huge blast", Bilal Amiri told Guardian.
