The NYPD says 380 rapes were reported in the first three months of the year, an increase of 74, or almost 25 percent over the same period of 2017.

"The patrol guide of the NYPD will ask officers to identify themselves, and ask the suspect to drop the gun, but like everything else, with the use of force, it is discretion of the officers, or the officers, on the scene", said Maki Haberfeld, Director of Police Science at John Jay College of Criminal Justice.

Vassell's death came weeks after cops killed an unarmed black California man, whom they mistook as carrying a gun when responding to alleged reports of vandalism, shooting him to death in his backyard.

Protesters suggested the police shooting of a pipe-wielding Brooklyn man this week was murder.

There's been a mixture of outrage and defense in response to Vassell's death.

Mr Vassell's father, Eric, said his son had bipolar disorder, The New York Times reported.

"All he did was just walk around the neighbourhood", he said.

NY officials, however, are defending the officers' actions, implying their decisions made sense in the moment.

Record-setting direct listing makes Spotify a $30 billion firm
The public markets will essentially only determine what Spotify shares will be worth when they start trading. At $26.5bn at the end of the first trading day, Spotify ranks in the top 10 largest U.S. tech listings.

New York City Mayor Bill de Blasio said in a news conference Thursday that the incident was "a tragedy by any measure". Vassell brandished it like a weapon, too, extending his arm and pointing the short-barreled object at several people, causing some to cower in apparent fright.

The four officers who fired a total of 10 rounds are of various races and ethnicities: one black, two white and one Indian or South Asian, officials said, adding that they averaged about six years in uniform. "You can not be a cop and all you should think about is your life, you know, you will lose your life so let me take a life to save my life", Eric Vassell told WABC.

The New York State attorney general's office said on Thursday it would investigate the fatal shooting by police of an unarmed black man in Brooklyn after he pointed a metal pipe at officers that they believed was a gun.

Utica Avenue is a busy thoroughfare in Brooklyn. "They should train them to protect life, to save life", Eric Vassell said in an interview with WABC-TV.

Witnesses say they did so - without warning. There's a guy in a brown jacket walking around pointing.

Again, per the calls, de Blasio defended the officers.

In police radio traffic posted online, dispatchers directing officers to the scene said 911 callers were reporting only that a person was pointing a gun at people. "We've got to recognize if they believe they are in immediate matter of life-and-death to the people in the surrounding area, that's an exceedingly hard, tense split-second decision that has to be made".
