He has until noon today to call the elections. Walker on Wednesday asked the 2nd District Court of Appeals to review that decision and delay the order to April 6.

The DOJ had said earlier that it might ask the Wisconsin Supreme Court to get involved in the case, but by Wednesday night, Walker decided against it.

On Wednesday, Appeals Court Judge Paul Reilly absolutely and unequivocally rejected the claim by the governor's legal team that the special elections were an unnecessary waste of taxpayer resources.

Reynolds was not available Tuesday, so Dane County Circuit Judge Richard Niess, who was appointed by Democratic Gov. Jim Doyle in 2004, was holding the hearing. He's scheduling special elections in the two districts (one for the Senate, one for the Assembly) for June 12, with primaries on May 15.

The commission doesn't have an estimate for how much a separate special election in January cost.

"I am not ruling on what the law might be in the future", Niess said Tuesday. "Walker and Republicans in the legislature should stop trying to find new ways to keep the people they're supposed to represent from voting and finally hold the special elections".

A 2011 change to state law required the appeal be heard outside Madison-based District 4. After three judges rejected his request, Walker has made a decision to abandon court action. Parts of both affected legislative districts are located in District 2.

Wisconsin Senate majority leader Scott Fitzgerald said the legislature will not proceed with a bill created to change the law to eliminate the requirement for a special vote. It's also unclear whether legislation could cancel a previously called election.

Walker might have conceded defeat and scheduled the elections, but he's not done complaining. "All the governor had to do was obey the law". They must file the papers with the state Elections Commission by 5 p.m. on April 17.

As introduced the bill strips away statutory language that requires the governor to call an election "as promptly as possible".

State Sen. Jennifer Shilling, the chamber's Democratic leader, celebrated the call for elections.

Nate Zimdars, 25, of Ripon said he was surprised when he learned his representative's seat could be vacant for more than a year.

Responding to news special elections will be held, former USA attorney general Eric H. Holder Jr., chairman of the NDRC, said, "This is a victory for the citizens of Wisconsin who are without representation because of Gov".

William Richardson, a retired UW-Madison music professor and 31-year military veteran from Middleton, said voters are suffering from "election fatigue" and that the measure should pass.

Democrats have argued that Walker wants to avoid losing the seats to their party in a year that appears to favor Democrats. Do you know how surreal it is to sit in front of you without representation?
