Trump Moves to Ban Most Transgender Troops From Army Service

The full ban was set to officially take effect Friday, though a pair of federal courts in December ordered the USA military to allow the recruitment of transgender citizens into the armed forces despite Trump's declaration.

The memo required the armed forces to stop accepting transgender recruits by January 1 and halt the use of federal funds for transition-related care for military personnel by March 22.

"The Secretary of Defense, and the Secretary of Homeland Security, with respect to the US Coast Guard, may exercise their authority to implement any appropriate policies concerning military service by transgender individuals", the memorandum said.

"The Trump-Pence administration's continued insistence on targeting our military families for discrimination is appalling, reckless, and unpatriotic", said Ashley Broadway-Mack, president of the American Military Partner Association and spouse of an active duty Army officer.

"The Department of Defense concludes that there are substantial risks associated with allowing the accession and retention of individuals with a history or diagnosis of gender dysphoria and require, or have already undertaken, a course of treatment to change their gender", Secretary of Defense James Mattis said in a February memo, submitted to the court.

"We, along with our sibling organizations, moved quickly to block implementation of the plan, and every single federal court to look at this policy - six to date - has found that it reeks of undisguised and unlawful discrimination against qualified transgender people willing and able to serve our country, and blocked its implementation".

In removing the ban, then-Defense Secretary Ashton Carter stopped the military from involuntarily separating anyone in the service, and gave the service branches a year to iron out how they would begin processing transgender recruits.

For women without the financial resources or work flexibility, House Bill 1510 is really a de facto ban on abortion altogether. Both states count pregnancy as beginning on the first day of a woman's previous menstrual period.

Earlier Friday, Maj. David Eastburn, a Pentagon spokesman, said the announcement of a new policy would not immediately affect the military because the Pentagon is obliged to continue to recruit and retain transgender people in accordance with current law.

However, the actual number of transgender service members is still unknown, primarily because military personnel records do not now track transgender individuals.

The new policy was promptly assailed by congressional Democrats and civil rights groups. "The men and women who serve voluntarily accept limitations on their personal liberties - freedom of speech, political activity, freedom of movement - in order to provide the military lethality and readiness necessary to ensure American citizens enjoy their personal freedoms to the fullest extent", his memo to Trump read.

"There is simply no way to spin it, the Trump-Pence administration is going all in on its discriminatory, unconstitutional and despicable ban on transgender troops", Chad Griffin, its president, said in a statement.

"This policy is not based on an evaluation of new evidence". It allows transgender service members to serve openly, seek medical attention and allowed for recruits who have been stable in their gender for 18 months to join the military.

The Trump Administration can't deny funding for certain medical care for transgender service members, District Judge Marvin Garbis said.

On July 26, Trump announced the ban in three tweets that seemingly blindsided officials and outraged many people.
