Damond was shot July 15, minutes after she called 911 to report a possible sexual assault in the alley behind her home. She says the incident has been going on for a while. As they drove down a nearby alley, Damond ran up out of the darkness in her pajamas and slapped the back of the vehicle. "Though welcome and important, these charges cannot bring back Justine Damond nor can they alone mend the fractured relationship between police and communities". Harrity, who is driving, is startled by a loud noise near his squad auto.

Noor then shot out the driver's side window of the squad vehicle and hit Damond, who had moved from Australia to the United States to marry her fiance, Freeman said. Damond is shot in the abdomen.

July 16 - Hundreds gather in Damond's southwest Minneapolis neighborhood to mourn her death. But Harteau was forced out soon after by Mayor Betsy Hodges.

The police officers did not have their body cameras turned on at the moment of the shooting.

She died of a gunshot wound to the abdomen before paramedics arrived.

The shooting caused outrage in the United States and in Ms Damond's native Australia.

Noor was in the passenger seat of a patrol auto when he allegedly shot Justine Damond through the driver's side window of the vehicle, firing past his partner. In a statement from his attorney, Noor offers condolences to Damond's family.

The criminal complaint said Harrity heard a voice and a thump and caught a glimpse of a person's head and shoulders outside his window It said Harrity then heard a sound like a lightbulb breaking, saw a flash and looked to his right to see Noor with his arm extended. Neither officer had their body cams activated until after the shooting. Harteau resigned a week after the shooting, amid growing criticism of the police department.

He noted that Minneapolis Police Chief Medaria Arradondo was among the first they interviewed and was highly cooperative in the investigation.

"While we waited over eight months to come to this point, we are pleased with the way a grand jury and County Attorney Mike Freeman appear to have been diligent and thorough in investigating and ultimately determining that these charges are justified", relatives said in a statement, according to the Star Tribune.

In September, the BCA turned its investigation over to Freeman's office for consideration of criminal charges against Noor. Much of the campaign focused on police-community relations.

The criticism followed comments from the prosecutor, Freeman, who was previously filmed telling a group of activists that he did not have enough evidence to decide on charging Noor.

But, he says he hopes that the charges are based on the "heinousness of the crime" and not on Officer Mohamed Noor's ethnicity.

Freeman said they had no choice but to convene a grand jury and subpoena the officers.

December 28 Freeman announces that he needs more time to make a decision.

Officer Mohamed Noor was also charged with second-degree manslaughter in connection with the death of Justine Ruszczyk Damond, according to records from the Hennepin County Jail.
