US trade groups warn against higher tariffs

It comes after President Trump declares his intentions to impose about USD30 million tariffs on China's products as well as services. But the White House confirmed to CNN last week that the administration is weighing tariffs on at least $30 billion worth of other imports from China. The decision on further action against China is expected soon, perhaps this week.

Among the retail giants to sign the letter were Walmart, Costco, Target and Dollar Tree.

The 45 groups include some of the biggest USA industries, including the Consumer Technology Association and the National Retail Federation, whose members include large corporations including Walmart (WMT) and Apple (APPL).

The Trump administration is said to be preparing tariffs against Chinese information technology, telecoms and consumer products in an attempt to force changes in Beijing's intellectual property and investment practices.

"The imposition of sweeping tariffs would trigger a chain reaction of negative consequences for the US economy, provoking retaliation; stifling USA agriculture, goods, and services exports; and raising costs for businesses and consumers", said the letter.

Slapping tariffs on imports of information and communications technology products from China would reduce USA investment in innovation and lower productivity growth, according to a report by the Information Technology and Innovation Foundation. "The Administration should not respond to unfair Chinese practices and policies by imposing tariffs or other measures that will harm USA companies, workers, farmers, ranchers, consumers, and investors".

"We support holding our trading partners accountable and using targeted trade remedies against intellectual property theft, illegal dumping or subsidies, and other proven trade violations", the letter states.

"I'm glad they think it's a big problem, because we've been saying this for years", Robert Atkinson, president of the ITIF, said of USTR's focus on China's alleged disregard for U.S. IP.

China runs a US$375 billion trade surplus with the United States and when President Xi Jinping's top economic adviser visited Washington recently, the administration pressed him to come up with a way of reducing that number.

"In the US, those who can afford less pay more because the USA levies the highest tariffs on basic consumer goods", the letter states.

The tariffs would also ripple through the USA health care and education sectors, the trade groups said, because these industries rely on consumer electronics and imported goods and would face higher costs.
