Lead author Samir Soneji said, E-cigarettes will likely cause more public health harm than public health benefit unless ways can be found to substantially decrease the number of adolescents and young adults who vape and increase the number of smokers who use e-cigarettes to successfully quit smoking.

Smoking rates have declined from almost 21 percent in 2005 to 15.5 percent in 2016, according to the Centers for Disease Control and Prevention.

The FDA will conduct a comprehensive review of the scientific evidence involving nicotine's role in cigarette addiction and seek input from the public. But it will be important for the FDA also to move forward on other fronts, she said, including on new e-cigarette rules that were delayed last summer by Gottlieb.

"Despite years of aggressive efforts to tackle the leading cause of preventable disease and death in the United States, tobacco use - largely cigarette smoking - still kills more than 480,000 Americans every single year", he said.

Gottlieb has announced that he will explore "a product standard" in order to lower nicotine levels below what is necessary to become dependent on the highly-addictive stimulant.

Health experts have always been educating people about electronic cigarette that it is not just a secure alternative for the older tobacco cigarettes, but also a significant approach helping existing smokers quit smoking. FDA Commissioner Scott Gottlieb invited the public to weigh in on details of the proposed regulation, including the correct amount of nicotine, what risks the new policy could pose and how fast it's rolled out.

Gottlieb said the FDA would also be seeking comment on more potential rules, including possibly limiting menthol in cigarettes.

Tobacco companies were chewing over the proposal.

The study was published March 14 in the journal Nicotine & Tobacco Research.
