The lawsuit claims Trump intentionally refused to sign it so that he would have deniability in case the agreement ever came to light.

Clifford's lawsuit alleges that Cohen had "surreptitiously initiated a bogus arbitration proceeding" against Clifford and within the last week used an "improper and procedurally defective arbitration proceeding hidden from public view". He dismissed it as null and void because Trump never signed it.
