Reuters quoted the Israeli army spokeswoman as saying that a Palestinian vessel was shot at "after it had deviated from the designated fishing zone" in the northern Gaza Strip.

The Gaza fisherman's union said the boat was targeted as it made its way back to Gaza, and Nizar Ayyash, the secretary of the Gaza fisherman's syndicate, said in a statement to Reuters that the men did not violate the maritime limit.

Across the occupied territories, "Israeli forces, including undercover units, used excessive and sometimes lethal force when they used rubber-coated metal bullets and live ammunition against Palestinian protesters", killing "at least 20, and injuring thousands".

As Fishermen called an immediate two-day strike, the union and his family named the dead man as 18-year-old Ismail Saleh Abu Reyala.

In a move to put an end to their decade-long rivalry, the two movements agreed in October 2017 to "enable the national unity government to carry out its work and assume its full responsibility in running the Gaza Strip, as is the case in the West Bank, by December 1, 2017".

After routing forces loyal to Palestinian President Mahmoud Abbas in 2007, Hamas hired some 40,000 employees, mostly its loyalists, to help the Islamic party run the affairs of the Gaza Strip.

Last week, another Gaza fisherman was killed, this time by an Egyptian naval patrol, as his boat came close to the maritime border with Egypt. Gaza officials urged Cairo to investigate the fatal incident.

The Palestinian government will hold on Tuesday its weekly meeting via "video conference" from the West Bank and Gaza in attendance of ministers who have arrived from the West Bank to the coastal strip. The IDF said that the troops "followed standard procedure and sent a search dog to locate people inside the establishment".
