Iran has inched above that ceiling twice since the enactment of the accord, known as the Joint Comprehensive Plan of Action (JCPOA).

While Iran has reaped massive economic benefits from the accord, notably by being able to resume oil exports, it is still constrained by United States sanctions in other areas.

Trump and other USA officials claim Tehran is violating the "spirit" of the deal and that it is using its ballistic-missile program to circumvent nuclear restrictions.

Araqchi explained that Iran wasn't enjoying the full benefits of the deal because banks were not doing business with Iran due to uncertainty over the future of the deal, following President Donald Trump's announcement last month that he would no longer waive nuclear sanctions Iran until the flaws in the deal were fixed.

President Trump has pointed out three major issues he sees in the Iran nuclear deal.

While the extent of the difficulties faced by Iranians with foreign banks is now unclear, Djavad Salehi-Isfahani, professor of economics at Virginia Tech University told ThinkProgress that banks facilitate both trade and foreign investment - two things that Iran needs to maintain the growth it has achieved in the past two years.

"The deal would not survive this way even if the ultimatum is passed and waivers are extended", Araqchi said in a speech at Chatham House in London. For one, he believes the nuclear deal fails to cement a solution to Iran's ballistic missile program.

"Fourth, the legislation must explicitly state in United States law-for the first time-that long-range missile and nuclear weapons programs are inseparable, and that Iran's development and testing of missiles should be subject to severe sanctions".
