According to some people in the White House, Kelly's new policy states that employees like Kushner with interim security statuses will no longer have access to top intelligence information.

Kushner has revised his security clearance questionnaire multiple times, to include meetings with foreign officials. The women told the Federal Bureau of Investigation interviewers that Porter had physically and emotionally abused them, but he was able to continue working in the White House with a temporary security clearance.

When asked by The New York Times a year ago if he would fire Mueller for looking at his family's finances, Trump was noncommittal.

White House Chief of Staff John Kelly, stung by the Rob Porter scandal, moved Friday to revoke high-level access to classified information for White House employees whose background checks have been pending since before June 2017.

Sanders said Tuesday that doesn't mean that there are necessarily any problems with his Federal Bureau of Investigation background check. A lawyer for Kushner said no questioning is taking place, "Nor would there be any reason to question these regular business transactions". The White House press secretary Sarah Huckabee Sanders insisted that Trump maintains full confidence in Kelly, but the apparent behind-the-scenes wrangling suggests that things are still in flux.

"The new policy announced by General Kelly will not affect Mr. Kushner's ability to continue to do the very important work he has been assigned by the President", Lowell added. Much, but not all, of Kushner's work on the two issues singled out by Kelly are handled at those lower levels, an official said.

Kushner's clearance has been delayed, in part, to incomplete information on his application and financial forms.

Kelly, under fire last week over the White House's handling of domestic abuse allegations against a senior aide, ordered an overhaul of the security clearance process for current and incoming top administration officials. The White House has repeatedly refused to comment on the clearances of senior staffers.
