The EU added that Israel should "cease the policy of settlement construction and expansion, of designating land for exclusive Israeli use and of denying Palestinian development". Another security guard opened fire on the assailant and killed him, it said.

Meanwhile, Israeli forces rounded up 17 Palestinians in overnight raids in the Israeli-occupied West Bank, according to a Palestinian NGO.

Three other Palestinians are in critical condition, along with at least 110 others wounded.

Two Palestinians were killed during earlier raids that Israeli security services said were launched to find Shevach's killers.

The military said the suspect was not apprehended in the operation but seven people were detained for questioning. His declaration overturned decades of U.S. policy that its status should be decided in Israeli-Palestinian negotiations.

Local residents said that Israeli troops arrived at the Zamareh family home shortly after the attack and began interrogating relatives, while young villagers hurled stones at the soldiers.

A Fatah spokesman, Osama Qawassmeh, said that death of Jarrar, who was killed in a shootout with the IDF, was "a type of field execution" and an Israeli "crime" that violated global law.

"We must say it in a clear way that there will be only one sovereign state between Jordan and the [Mediterranean] sea, that is the State of Israel with united Jerusalem as its capital", he said.

Israeli settlements are seen as illegal under global law and a major obstacle to peace as they are built on Palestinian land, seen as central to a future Palestinian state.
