"Testifying before the Special Counsel does not obviate Mr. Bannon's obligations under the subpoena issued by the Committee", Schiff said.

But two people familiar with the panel's schedule say that meeting has now been put off.

A meeting last week was also postponed.

"The White House's bar on Bannon's testimony covers matters during the transition, his tenure at the White House, and his communications with the President since leaving government service, even though the President has not in fact invoked executive privilege", Mr. Schiff said in a statement.

Bannon and his legal counsel have indicated to the committee that the Trump administration still does not want Bannon to discuss his time on the transition team or in the White House, sources tell Fox News.

A memo written by Democrats on the House intelligence committee as part of its investigation of Russian election interference was under review Tuesday at the White House, where President Donald Trump will decide whether to allow the public to read it.

"Our subpoenas have to matter", Republican Rep. Tom Rooney, a member of the House intelligence panel, told reporters.

Bannon was expected to appear last week but that interview was postponed.

The Intelligence Committee and the White House have not resolved the question of whether executive privilege would apply in Bannon's case.

Bannon is expected to face questions about key events during his time in the White House including Trump's firings of former National Security adviser Michael Flynn and former FBI Director James Comey.

The dueling memos - and Trump's silence so far on whether he will release the Democratic version - have set up a standoff between Trump and congressional Democrats and deepened partisan fights on the House intelligence panel.

President Donald Trump now has five days to decide whether to allow the Democratic memo to be released.

The Democratic document aims to counter the Republican document, which accused the Federal Bureau of Investigation and Justice Department of abusing their authority in monitoring a onetime Trump campaign associate.

President Trump accused Rep. Adam Schiff without evidence of illegally leaking "confidential information".

Schiff, the top Democrat on the House intelligence panel, responded to Trump on Twitter Monday after the president called him one of the "biggest liars and leakers in Washington".

Schiff quickly shot back: "Instead of tweeting false smears, the American people would appreciate it if you turned off the TV and helped solve the funding crisis, protected Dreamers or ... really anything else". After the document's release last week, the president quickly seized on it to vent his grievances against the nation's premier law enforcement agencies and said it "totally vindicates" him in the Russian Federation investigations.

The Democratic document attempts to counter arguments and evidence presented by committee Republicans.
