Regime backer Russian Federation hosted the so-called Syria congress in Sochi Tuesday in which participants agreed on creating a commission to rewrite the war-torn country's constitution.

Russian Federation is hosting talks at the Black Sea resort of Sochi today in an effort to start negotiations on what a new constitution for Syria might look like.

Ansari added that Iran called on Turkey to urge the different opposition groups to attend the conference, however it appeared that Turkey's influence was limited. "The UN-led Geneva process will agree on the proposals the special envoy will make on the mandate, terms of reference, powers, rules of procedure and selection criteria for the composition of the constitutional committee in Geneva". They included Syrian government representatives backed by Russian Federation and Iran, and groups opposed to President Bashar al-Assad backed by Turkey. The SNC and the official Syrian delegation at the Geneva talks had been engaging through the exchange of documents via United Nations representative and have not met face-to-face.

Leaders said they are satisfied with results of Syria peace congress, noting that the outcome of Syrian National Dialogue Congress in Sochi is "important achievement" despite problems. "I have also noted that in accordance with the final statement, the Congress supported the list of representatives for the constitutional committee", de Mistura said.

During the congress, a group of representatives from the armed Syrian opposition refused to exit the airport in Sochi arguing that they were "offended by the presence of the Syrian state's flag and emblem".

The new body is expected to meet in Geneva and work under the UN.
