But the initiative drew a vocal objection from Russian Federation, which Western governments say has used its clout to protect Syrian President Bashar al-Assad's government from punishment for chemical attacks.

Al-Otaibi pointed out that since the chemical weapons attack on areas in the eastern Ghouta in 2013 in which most casualties were civilians, the UNSC has shown unity, determination to ensure such crime is not repeated, and that the perpetrators are held accountable by issuing resolution 2118.

"Whoever conducted the attacks, Russian Federation ultimately bears responsibility for the victims in East Ghouta and countless other Syrians targeted with chemical weapons since Russian Federation became involved in Syria", Tillerson said after the global meeting in Paris, and ahead of further talks with ministers from several countries on ending the conflict.

"There is simply no denying that Russian Federation, by shielding its Syrian ally, has breached its commitments to the U.S. as a framework guarantor" of the destruction of Syria's chemical weapons stockpiles, Tillerson added.

Paris witnessed on Tuesday the launch of a conference on International Partnership against Impunity for the Use of Chemical Weapons.

Paris also issued a list including the names of 25 individuals, entities from Lebanon, France and China that have been sanctioned by the participating countries, in particular the United States, the European Union and France, for their role in the development of chemical programs.

On Tuesday, the 24 countries agreed on stepping up the sharing of information over suspected cases of chemical weapons use.

The OPCW later says sarin gas was used but does not assign blame. Moscow claimed that JIM's investigations were full of "systemic deficiencies" and speculations and lacked hard evidence.

This came in a speech delivered by the Permanent Representative of the State of Kuwait to the United Nations, Ambassador Mansour Al-Otaibi before the UN Security Council session discussing the situation in the Middle East (the Chemical file of Syria).

The comments came a day after an "apparent chlorine gas attack" in east Ghouta, an enclave of rebel support in the Damascus suburbs, which left at least 20 civilians - majority children - struggling to breathe. According to medical data, six people have sought medical attention because of breathing problems caused by a possible chemical attack.
