Pompeo's remarks came four days after the Wall Street Journal revealed that USA intelligence officials had gathered evidence of at least six Chinese ships entering ports in North Korea and transporting illicit cargo to Russian Federation and Vietnam in violation of United Nations sanctions against Pyongyang.

Speaking at the American Enterprise Institute on Tuesday, Pompeo said under his tenure, about 40 percent of the decisions previously made at the director level are no longer made by him.

Pompeo maintains North Korean leader Kim Jong Un wants nuclear weapons not just to consolidate power, but also to threaten to reunify the divided Korean Peninsula under his regime.

Pompeo says that while the Trump administration pursues a diplomatic solution to the mounting crisis, the Central Intelligence Agency has been working to develop other strategies of deterrence that can be employed should it become necessary.

"It is our mission is to make the day that he can do that as far off as possible".

Tensions between North Korea and the United States have run high over Pyongyang's efforts to develop a nuclear-tipped missile capable of hitting the United States.

Taking out a North Korean nuclear research facility is another option often debated, but O'Hanlon said it will not halt weapons development as Pyongyang has numerous nuclear sites.

Wood, asked whether the inter-Korean dialogue was due to pressure on Pyongyang, later told reporters: "Absolutely, I think it very clear that the pressure the worldwide community has put upon North Korea has got it to take a much softer tone with regard to the Republic of Korea and its desire now to participate in the upcoming Olympics".

"We're not quite where we need to be", Pompeo said.

The CIA official promptly quoted the case of Venezuela, saying that Trump requested additional information especially about Venezuelan President Nicolas Maduro and his "relation" with Venezuela's Armed Forces. "So that we understand what's going on and the risks associated with it", Pompeo said. "We're able to convince him that the facts that we are delivering impact his capacity to inform his mission".

The changes he has made at the C.I.A. have resulted in substantive achievements, though few could be discussed publicly, Mr. Pompeo said.

The Trump administration in September submitted a proposal to the United Nations Security Council requesting authorization for the U.S. Navy and Air Force to interdict and inspect North Korean ships in worldwide waters. "We did some remarkable things, some creative things, some things that absolutely had real risk and continue to, but it's in a place and on a subject about an adversary that we simply couldn't afford to have a gap any larger than the one that we had before that facility went away".

The agency did not explain why the meeting had been held but the statement reiterated remarks by leader Kim Jong Un in his New Year's address about unification.
