The Honolulu Police Department was notified of the false alarm by HI-EMA.

"The decision to send a national alert directly to the public rests with the president", FEMA spokeswoman Jenny Burke told The Associated Press in an email.

"Clearly, government agencies are not prepared and lack the capacity to deal with emergency situations", he said in a statement. She said the governor's communications team handles his social media.

Almost 40 minutes passed between the time Hawaii officials fired off the bogus alert about an incoming missile over the weekend and the moment the notice was canceled.

Lt. Col. Charles Anthony said that amid the alert's chaos, a telecommunications staffer presented his idea to create a new alert on the same platform that sent out the mistake. "He has other duties to attend to today".

Hawaii's Emergency Management Services are still reeling from last weekend's false-missile alert.

The state adjutant general determined the alert was false three minutes later, but the agency took until 8:45 a.m.to issue official notification that the threat was false, in part because state officials mistakenly believed they had to consult with the Federal Emergency Management Agency to issue a retraction.

Hawaii emergency workers immediately started calling city and county officials to tell them there was no threat. An internal test involving the Emergency Alert System and the Wireless Emergency Alert was initiated during a shift change. Now, a second employee will have to click the confirmation for any alert that is sent out. This would have prevented the initial alert from being rebroadcast to phones that may not have received it yet.

The alert - in all capital letters - at 8:07 a.m. local time and was sent to cellphones.

Unless the U.S.is willing to restart the Korean War, which will result in hundreds of thousands dying in South Korea, Japan and even the United States, the US must shift its strategy to trying to contain North Korea's nuclear arsenal and put in place the same kind of communication safeguards it has with Russian Federation, to prevent a mistaken nuclear launch. State officials say it would take about five minutes for the military to analyze the launch trajectory, leaving only 12 to 15 minutes of warning time for residents.
